Overview
The Early Childhood Workforce Initiative is currently developing a needs assessment tool to support policymakers responsible for the policy planning and personnel management of Early Childhood Development (ECD) programs.
This unique tool aims to help countries at the start of their home visiting journey, as well as those scaling-up programs, assess the needs of personnel delivering services for children aged 0-3 across sectors. The main objectives of this tool are to help policymakers at national or sub-national levels:
- Understand workforce demographics, along with pay experiences, training levels, qualifications, etc.;
- Systematize issues and gaps in the current system related to the support for the workforce; and
- Prioritize areas of focus for supporting and strengthening the workforce taking into consideration cost, feasibility, and potential for impact.
What’s the role?
The chosen consultant will work in collaboration with the R4D team and be responsible for advancing a conceptual framework for the tool, preparing an initial design for the tool, and developing a guidance note for pilot countries. This role could extend to participation in the first pilot of the tool.
The selected applicant will be hired for a total of 25 days between September 2018 and January 2019.
Who should apply?
Applicants must have a background in early childhood development and experience working with parenting programs in low- and middle-income countries. Experience developing practical training manuals, monitoring and evaluation tools, and/or research instruments is essential.
