The Vision for Specialised Child Protection Services in the Republic of Moldova lays out a common vision on the system of child protection services and includes a variety of specialized services needed in order to form an integrated and coherent system to meet the complex needs of children victims and witnesses of child abuse and neglect.

• This document looks at the core areas within child protection systems:
• policies and standards;
• programmes, services and implementers;
• coordination and oversight;
• resourcing; and
• social norms.

In addition, key monitoring actions are proposed in order to increase the accountability of all those with responsibility for the safety and care of children.

This regional (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Moldova, Romania and Serbia) overview aims to sketch the social service workforce—with a focus on those engaged in the child protection system—in southeast Europe. Specific research areas include, but are not limited to the following:
1. Perceptions and understandings of social service work
2. Who does what and where
3. Policy and regulatory frameworks
4. Organization and funding of child protection systems
5. Competencies and standards for the social service workforce
6. Professional development opportunities
7. Motivation and support
8. Working conditions for the workforce
The finding of the study can be used for improving the child protection system and the lives of children, families and communities by multiple stakeholders which among other include: national governments, professional social service worker associations, NGOs and civil society agencies that rely on the social service workforce to provide child protection services, and educational institutions who train social service workers.
This report represents part of a global research movement to map the social service workforce in diverse regions, which aims at highlighting promising approaches and unique elements to certain countries whereas at the same time identifies common challenges and trends across regions.

The Role of Social Service Workforce Development in Care Reform illustrates key issues by drawing on the experiences of Indonesia, Moldova and Rwanda – three countries are in the process of reform. Each country's reform takes place within their own context and history, social and political system, protection structure and services, and social services education system.

The case studies highlight each country’s reform processes and identifys learning in terms of the approach taken to strengthen and align the social service workforce given the needs of the system, the scope and actors involved, and the different care reform strategies and outcomes. The case studies are presented with recognition of the ongoing and dynamic process and are examples from different stages and contexts of reform.
